How do you mange design and technology changes at your facility? What about safety critical personnel changes within the organization, how do you ensure the person is competent to operate the most critical parts of the process?


The MOC Manager software allows organizations to initiate change requests related to Facility, Technology and Personnel. Within each category the Change Requests is custom designed to fit organization structure, requirements as well as Regulatory Compliance. More importantly the MOC Software ensures change request go through a rigorous safety, health and environmental impact review with built-in-features to also generate Process Hazard Analysis reports if required.


This is one for the most integrated elements of Process Safety and virtually impacts the entire PSM element wheel. The software takes the complexity out of the implementation process and ensures, first the change request is complete with the appropriate change details, the change is then stored on a web portal database so that records is saved and routed for approval by the appropriate authority. Once approved the request recommendations or actions associated with the change are then assigned and linked electronically into the TASK Manager system where the actions are visible by each task owner and are tracked to closure. Updates to these actions and recommendations are in real time with appropriate approvals, feedback from the MOC leader and respective approvers for quality completion.


The software then links the MOC to the Pre Start-Up Safety Review system where the MOC can only be closed once all after start-up actions are closed. This is done automatically to ensure compliance and implementation effectiveness.


Data from the electronic portal can be pulled to see the number of change requests that are pending approvals, approved, rejected, implemented and closed. Documentation updates including P&ID’s, Standards, Operating Procedures and Safe Work Practices are also linked to the Document Control System for proper completion. Training and communication prior to start-up is linked to ensure these get done prior to the change being started up in the plant. The software automatically reports this data into the electronic PSM wheel where key performance indicators from this MOC element (Technology, Facility, and Personnel) are updated in real time automatically.
